Abstract

ENIGMA attacked civilian infrastructure across multiple targets simultaneously, including a power grid, a dam, and a communications hub. The point wasn't destruction. It was a demonstration that C.H.A.O.S. couldn't protect everything at once, forcing hard choices about limited resources.
