Cipher's loyalty split.
Abstract
The Keepers pressured Cipher into formal training after a gate-adjacent incident showed his Stillpoint instincts outpacing his control. They wanted to claim him. Garrison refused to let them. Cipher had to make the choice himself and carry Keeper knowledge without becoming Keeper property.

Gate Keeper was Cipher's active foil, trained and rigid and convinced he was the heroic guardian. The two characters made each other more interesting because they were connected to the same tradition from opposite sides of it.
