Tenth generation of a weapons dynasty that started in the Thirty Years' War and found something in a Bohemian mine that changed its ambition from industrial to existential. Viceroy didn't want chaos. He wanted an end to unpredictability. That was why he was dangerous.

His argument contained genuine truth. The Keepers hid too much, governments forgot too much, and C.H.A.O.S. was improvising. His answer was terrible, but his diagnosis wasn't entirely wrong.
Viceroy's "cure" was not medicine in the ordinary sense. It was continuity: using HELIX replacement science and the Silent Crown interface to make identity, authority, and dynasty survive beyond the limits of a single body.
From Episode 20 onward, Viceroy appeared in villain-side scenes throughout the series, briefing Krachus, directing Vesper's research, and reviewing operational maps with Omen at Echelon. The audience knew him well before Garrison ever met him. Episode 54 was not a reveal. It was a confrontation.
