Covert Hazard and Anomaly Operations Sector.
Abstract
A covert response unit built fast, staffed with people who didn't fully understand their mandate, and equipped with inherited technology they didn't fully trust. C.H.A.O.S. existed because the government's 40-year attempt to manage the Axis System through classification and containment failed catastrophically.

Formed in 1982-83 after ENIGMA's Orchestrated Strikes exposed the Sector framework's failure.
Operated under Sector clearance but inherited incomplete files, compromised Titan Dynamics intelligence, and a Keeper communication channel most operatives didn't know about.
The franchise's moral engine: C.H.A.O.S. won by refusing to become ENIGMA with better uniforms.
