Abstract
ENIGMA began selling Axis-derived weapons to regional conflicts around the world, using the profits to fund its larger operations. C.H.A.O.S. had to stop an arms shipment without starting an international incident. Trace recognized the pattern as strategic, not opportunistic trafficking.

Shadow Wing got its tactical debut. A short Echelon scene showed Viceroy setting the operation's boundaries, establishing that ENIGMA's syndication-era expansion had central strategic design. The arms-deal structure connected forward into the novel continuity, particularly the "High Octane" and "High Stakes" storylines. Sounder and the Riptide deployed for the coastal approach, marking the water specialist's first field operation. ENIGMA used the Dark Water hovercraft to move the arms shipment through coastal waters.
